Dear Mr. Seyfrit:

This letter is written in response to IE Bulletin 79-27. The responses listed below address the respective actions to be taken by the licensee.

la.

The alarms and/or indication provided in the control room to alert tae operator to a loss of power to a bus have been reviewed and idantified.

Ib.

The effects of the loss of instrument and control system loads connected to each instrument bus have been evaluated, including the ability to achieve a cold shutdown conditicn.

ic.

Our review has identified two instrument panels which lack direct loss of power alarms or indications. Direct alarms or indications will be added during the first outage of sufficient duration after receipt of hardware.

2.

Our existing procedures required to be used during loss of power to each 1-E and non-class 1-E bus were reviewed to insure that they; included the considerations of items 2a, 2b, and 2c of the bulletin.

The procedures are currently being revised to reflect the two instru-ment panels identified in Ic above, and the procedures will again be modified after the direct alarms or indications have been added.

3. IE Circular 79-02 was re-reviewed. Based on our re-review, no modi-fications of design or administrative controls are planned.

As usual, the details of this review and evaluation are available at the station for I&E review.
