SUMMARY

OF MARCH 28, 1980 MEETING TO DISCUSS RESULTS OF OUR HUMAN ENGINEERING AUDIT OF THE NORTH ANNA POWER STATION, UNIT 2 CONTROL ROOM We and representatives of our consultant, the Essex Corporation met with the Virginia Electric and Power Company (VEPCO) on March 28, 1980, to discuss results of our human engineering audit of the Unit 2 control room. A list of the attendees is presented in the Enclosure.,

Significant points discussed are as follows:

We advised VEPC0 that we identified several design features of the control room that are inconsistent with human engineering standards and practices. We also identified human engineering problems related to the content and format of the emergency procedures. The areas of concern included (1) control-design and general room organization, (2) vertical meters, (3) annunciators, (4) noise level in control room, (5) inability to monitor safety injection status at station, (6) core cooling monitors, (7) strip charts, (8) lamp test, (9) procedures, (10) violation of design conventions, (11) computer system, (12) Hagen process controllers, (13) pressurizer relief valve, (14) general maintenance, (15) labeling, (16) operator protective equipment, (17) guarding of exposed controls, (18) number of personnel in the control room, (19) emergency lighting, and (20) staffing requirements during emergency operations.

Each of the above matters was discussed in detail.

As a result of these discussions, we advised the applicant of our requirements regarding each matter and indicated when these requirements would have to be implemented.

With respect to Items 1, 2, 3 (first paragraph), 5,14,15,18 and 19, we advised the applicant that the deficiencies described in the Essex Corporation letter of March 27, 1980 must be corrected prior to fuel loading.

With respect to Items 4, 6, 7, 8, 9,10,11,12,16,17 and 20, the deficiencies described in Essex Corporation letter of March 27, 1980 related to these items must be corrected prior to exceeding the 5% power level.

With respect to Item 13, we advised the applicant that we considered this matter resolved.

The applicants requested that we reconsider our position regarding items that must be completed prior to fuel loading since they believed that these matters could be delayed until Unit 2 operates beyond Mode 3.

We advised the applicant that we would discuss this matter with our management and advise them of our position.
