Gentlemen:

Haddam Neck Plant Electrical Cable and Penetration Assembly Qualification This letter is to inform you of Connecticut Yankee Atomic Power Company's (CYAPC0) intentions with respect to reactor containment electrical cable and penetration assembly qualification at the Haddam Neck Plant.

Reference (1) states that the reactor containment 7/C #12 AWG MI cable penetrations were determined to be conservatively qualified for two (2) years.

This determina-tion was based on testing conducted in August,1978.

However, since some of the existing penetration assemblies have exhibited seal leakage, and in order to be assured the plant's penetrations will perform their intended safety function for the remainder of the plant's service-life, CYAPC0 has decided to replace all of the existing penetration assemblies.

New assemblies are now being manufactured to the requirements of IEEE-317-1976 for installation during the 1980 refueling outage.

At present, the field cable conductors and the penetration assembly conductors in containment are terminated (connected) on exposed terminal blocks which are covered with beta radiation shields. The new penetration assembly safety-related conductors will be connected to the field cable conductors with butt splices, insulated with qualified heat shrink tubing.

. O All existing Category 1E cable in the containment will be replaced with new fire-retardant environmentally qualified cable conforming to the requirements of IEE-383-1974. This cable vill be run in a new divisionalized and seismically supported raceway system that is in conformance with Regulatory Guide 1.75, Rev. 1.

Similarly, the existing Category lE cable in the cable vault will also be replaced with qualified cable installed in divisionalized, seismically supported raceways.

No Staff action is required or requested on this matter.

However, CYAPC0 would be pleased to answer any questions the Staff may have.
