cab-question4: The Panels should be state-appointed panels. As long as the utilities are in charge, any charter or other process or guidance will be a sham. The utilities have their own vested interest (do the job as cheaply as possible), which does not coincide with the public's (safety at all costs).

cab-question13: The Diablo Canyon Independent Safety Committee (DCISC), established in California state law, is a much better entity. The public is allowed to speak longer and even make presentations.

cab-question14: None, as long as the utilities run the show. If the panels were made up of state-appointed individuals not affiliated with the NRC, the utilities or the storage container manufacturer, we could have an open forum seeking real solutions.

cab-question15: If the utilities do the major presentations, the meetings will just become shouting matches. The utilities are not sensitive to the public interest.

cab-question16: The panels should be state-appointed, and cost issues should be included, since that is an area where states have legal authority.
