This statement is hard to justify when the Conclusion section of the document states in part that 'it is likely that there will be leaks and spills in the future' and that 'there could be noticeable impacts to the soil, surface water, and groundwater. This is not in keeping with best practices relative to the operation of facilities handling nuclear materials. There have been a number of operational incidents in the recent past that have either contaminated workers with chemicals used in the production process or radiological contamination of the plant material processing area. The safety review of the facility should be completed prior to a decision on the license renewal.
A license renewal of no more than 20 years should be considered initially. Only if the facility has remained out of enhanced SCDHEC or NRC regulatory scrutiny for a period of at least 5 years at the expiration of the license, should the administrative process to extend the license by an additional 20 years begin.
