ORDER In a motion dated September 17,'1980, intervenor Gonzalo Fernos has requested that the Commission direct certification of whether the North Coast construction permit application should be dismissed with prejudice.
The Commission declines to grant directed certification.
The motion is hereby transferred to the Licensing Soard for decision.
Intervenor may pursue an. appeal under the Rules of Practice if that Board rules adversely to him on the merits of his motion.
