Dear Sir,

On August 14, 1980 the Nuclear Regulatory Commission held a public hearing in Morris, Illinois to discuss the proposed decontamination of the Dresden I primary cooling system. At this meeting, Dr. John R. Weeks of Brookhaven National Laboratory, and perhaps other aembers of the NRC panel, expressed surprise at learning Commonwealth Edison Company does not plan to return Dresden I to service until June,1986. (Apparently the compny does not have the finincial maauccar, ta carry out decantaninition and needet afety inprevenents at Dresden 7 while continuing the present large ccale construction program of new raactors.)

When questioned, Dr. Weeks was unable te give an opinion whether to advise decontamination proceed in the near future as planned or at a later date, closer to 1986. He admitted the potentially long time period between decontamination and reactor start-up " requires reexamination" because of possible corresion problems which could result from an extended period of contact between residual NS-1 solvent and pipe surfaces. (Immediate heat-up of the reactor is supposed to break down the solvent possibly reducing its corrosive properties.) Dr. Weeks promised to consider the question and report his recomendation to "his sponsors" whom he defined as "the NBC."

. pressure to complete the clean-up operation as quickly as possible.. Houever since the concerns over pipe corrosion and possible cradking have vast implications for the public's safety, the ISEA feels a full investigation of this matter is necessary before a final environmental impact statement is issued and before decontamination is allowed to proceed. Has Dr. Weeks presented his opinion on this question to the NRC7 If so, what is his opinion? Was this issue raised at the October 8, 1980 meeting of the Advisory Committee on Reactor Safeguards ~ held in Washington, D.C.?
