AUGUST.151980 Mr. J. E. Casterline, Manager Chemical Engineering Research Laboratories Columbia University 632 West 125th Street New York, New York 10027
Dear Mr. Casterline:
Your letter to President Carter about the Columbia Unive -'ty Heat Transfer Laboratory was referred to me for response.
I regret tsut this answer has been delayed for so long. The accident at Three Mile Island and its conse-quences have created a substantial increase in the agency's workload, which has prevented me from responding to you as promptly :s I would have liked.
Thank you for your offer of help. However, we do not believe it is needed at this time because extensive evaluations of the thermal hydraulic aspects of the accident have been performed for us by various consultants such as the Department of Energy and national laboratories, including Brookhaven, Argonne, and Oak Ridge.
Your interest in this matter is nevertheless appreciated.
Sincerely, a. an.

t engaged in all aspects"of' thernial-hydraulic experimental and analytical works since 1951.
It has conducted programs for every major US reactor manufacturer and fuel fabricator, and for the UKAEA, AECL and various foreign concerns.
In the Three Mile Island situation the statements and assurances of governmental and industrial spokesmen are largely discredited by the public.
Experiments or analysis by a recognized, non-profit, group from a respected academic insti-tution would carry far more weight in assuring the public that they were being given truthful information.
We will be pleased to provide any information you might i
find useful.
Sincerely, 4
