Dear Mr. Eisenhut:
We have your letter of July 2, 1980; subject:
request for in-formation regarding evacuation times sent to all applicants for construction permits and licensees of plants under con-struction.
The purpose of this letter is to request information regarding your statement in the second paragraph of that letter which says "In some cases of extreme difficulty where a large population is at risk, special facility modifications may also be ap-propriate."
What is meant by special facility modifications?
Does this mean that the Midland plant could be turned into a coal burning plant in view of the fact that the plant is built within the city of Midland in defiance of Nuclear Regulatory Commission rules and regulations?
We will appreciate information on this as soon as possible.
