k_].,. _y 7590-01 NUCLEAR REGULATORY C0HISSION INTERNATIONAL ATOMIC ENERGY AGENCY ORAFT SAFETY GUIDE Notice of Availability of Draft for Public Comment The International Atomic Energy Agency (IAEA) is developing a limited number of internationally acceptable codes of practice and safety guides for nuclear power plants.

These codes and guides will be developed in the following five areas: Government Organization, Siting, Design, Operation, and Quality Assurance.

The purpose of these codes and guides is to provide IAEA guidance to countries beginning nuclear power programs.

The IAEA codes of practice and safety guides are developed in the following way.

The IAEA receives and collates relevant existing information used by member countries.

Using this collation as a starting point, an IAEA working group of a few experts then develops a preliminary draft.

This preliminary draft is reviewed i

and modified by the IAEA Technical Review Committee.to the extent necessary to i

i develop a draft acceptable to them. This draft code of practice or safety guide is then sent to the IAEA Senior Advisory Group which reviews and modifies the draft as necessary to reach agreement on the draft and then forwards it to the IAEA Secretariat to obtain comments from the Member States. The Senior Advisory Group then considers the Member State comments, again modifies the draft as necessary to reach agreement and forwards it to the IAEA Director General with l

a reconnendation that it be accepted.

As part of this program, Safety Guide SG-D9, " Design Aspects of Radiological Protection for Nuclear Power Plants," has been developed.

An IAEA working group, consisting of Mr. R. Hock of the Federal Republic of Germany; Mr. B. F. Chamany of India; and Mr. P. A. Solari of the United Kingdom developed the initial draft l

, of this Safety Guide from an IAEA collation during a meeting on April 17-20, 1978.

The working group modified the initial draft at meetings on October 16-20, 1978, and May 27 - June 6,1980, and we are soliciting public comment on Revision 3 of the Guide.

Comments on this draft received by September 19, 1980, will be useful to the U. S. representatives to the Technical Review Committee and Senior Advisory Group _ in evaluating its adequacy prior to the next IAEA discussion.
