NRC letter dated 6-12-78 from Stello to Lundvall forwarding 5-17-78 letter, same sub. ject.
Dear Mr. Beid:
The referenced letter requested that we provide certain infor=ation relative to the control of movement of heavy loads near spent fuel. Attached are (1) copy of the specific questions asked and (2) our responses thereto. As suggested by your letter, many of our responses are in the form of references to previously sub-mitted information.
Very truly yours',

INFOR'4ATION REQUESTED 1.
Provide a diagram which illustrates the physical relation between the reactor core, the fuel transfer canal, the spent fuel storage pool and the set down, receiving or storage areas for any heavy loads moved on the refueling floor.
i 17.
Provide a list of all objects that are required to be moved over the reactor core (during refueling), or the spent fuel storage pool.
For each object listed, provide its approxi= ate weight and size, a diagram of the movement path utilized (including carrying height) and the frequency of movement.
3.
What are the dimensions and weights of the spent fuel casks that are or vill be used at your facility?
h.
Identify any heavy load or cask drop analyses performed to date for your facility.
Provide a copy of all such analyses not previously submitted to the NRC staff.
5 Identify any heavy loads that are carried over equipment required for the safe shutdown of a plant that is operating at the time the load is moved. Identify what equipment could be affected in the event of a heavy load handling accident (piping, cabling, pumps, etc) and discuss the feasibility of such an accident affecting this equipment.
Describe the basis for your conclusions.
6.
If heavy loads are required to be carried over the spent fuel storage pool or fuel transfer canal at your facility, discuss the feasibility of a handling accident which could result in water leakage severe enough to uncover the spent fuel.
Describe the basis for your conclusions.
7 Describe any design features of your facility which affect the potential for a heavy load handling accident involving spent fuel, e.g., utilization of a single failure-proof crane.
f S.
Provide copies of all procedures currently in effect at your facility for the =ovement of heavy loads over the reacter ccre during refueling, s
the spent fuel storage pool, or equipment required for the safe shut-down of a plant that is operating at the ti=e the move occurs.
9 Discuss the degree to which your facility complies with the eight (8) regulatory positions delineated in Regulatory Guide 1.13 (Revision 1, December, 1975) regarding Spent Fuel Storage Facility Design Basis.
1
Attechment 2 RESPONSES f"O INFORMATION REQUESTED 1.
The physical relations between the reactor core, the fuel transfer canal and the spent fuel storage pool are illustrated in Figures 1-7,1-8, l-9,1-11,1-12 and 1-13 of tne Calvert Cliffs Final safety Analysis Report (FSAR).
There are no loads moved on the refueling floor.
7 h
The only objects required to be moved over the reactor core during refueling are the reactor vessel head and the upper guide structure (and the ssociated lifting rigs) both of which are removed from the reactor at - the start of refueling, transported directly to their respective lay-down pads, and returned to the reactor at the completion of refueling.
The spent fuel shipping cask is the only object required to be moved over the spent fuel storage pool. The casks are moved only over the cask storage area of the pool and not over the spent fuel storage area of the pool.
This item is discussed in the response to question 3, below.
3 The NFS h shipping container is used at this facility.
The dimensions and weight are contained in the Nuclear Euel Services application 49ted October 6, 1972, as supplemented, Docket No. 71-6698, certificate of I
compliance No. 6698.
h.
The heavy load drop analysis is provided in the, answer to Question i
5.26 in the Supplement to the FSAR.
l 5
No heavy loads are carried over equipment required for the safe shut-j down of a plant that is operating at the time the load is moved.
6.
No heavy loads are carried over the fuel transfer canal. The only heavy load moved over the pool is the shipping cask.
An accident with the shipping cask would not result in leakage severe enough to uncover
- pent fuel.
See Question 5.26 of the FSAR.
7 As previously stated, the only heavy load moved in the vicinity of spent fuel is the spent fuel cask. The potential for an accident in-volving this load is prevented through the use of. both mechanical and electrical interlocks on the overhead crane in the spent fuel handling area.
8.
Enclosed are copies of the following procedures which control the movement of heavy loads over the reactor core, the spent fuel storage pool or safe shutdown equipment:
HE-1, HE-2/0, HE-3, E-16, RV-7, av-8, RV-17, and RV-18.
9 The degree of compliance with the eight regulatory positions of 301.13 Rev. 1 are as follows:
1.
The spent fuel storage facility is designed to Category I require =ents.
2.
The,. spent-fuel storage pool is tornado-protected.
3.
Interlocks prohibit crane =ove=ent over spent fuel.
-- Attachment (2)
- h.. The spent fuel pool is located in the auxiliary building, which is equipped with a ventiltition and filtration system that limits the release of radioactive materials to the environment. The radiological consequences of a final handling accident are analyzed in FSAR section I
1h.5 5
The spent fuel pool is designed to withstand the impact of'a spent fuel a
shipping cask while still retaining +.he required water level over the I
stored spent fuel. The crane is designed such that it canhot be moved
[
over stored spent fuel.
ts. No drains, permanently connected mechanical or hydraulic systems or systems for maintaining water quality and quantity could malfunction or fail resulting in a loss of adequate cooling water to the spent fuel pool. See FSAR Section 9.h.5 7.
Radiation moniters alarm both locally and in the Control Room in case of a high radiation level in the spent fuel storage area. This instru-mentation does not actuate the filtration system. However, the control room operator can actuate the filtration system from the Control Room upon receiving the alarm.
S.
Both the makeup and the backup cooling systems for the spent fuel pool are seismically designed to Category I requirements.
