INSPECTION REPORT NO. 50-483/80-15 This is in response to your letter of June 24, 1980 report-ing results of an inspection at Union Electric Company's Callaway I
Plant Site on May 1-30, 1980 and as detailed in inspection report number 50-483/80-15.
None of the material in the inspection report or in this response is considered proprietary by Union Electric Company.
The following is in response to the item listed in Appendix A,
Notice of Violation, of the inspection report.
Deficiency (483/80-15-02) 10 CFR 50, Appendix B, Criterion 5 and SNUPPS PSAR paragraph 17.1.5 requires that activities affecting quality.
shall be accomplished in accordance with these instructions, procedures, or drawings.
SNUPPS PSAR paragraph 3.12 states, that the QA requirements for storage are in accordance with ANSI N45.2.2.
Daniel International Procedure AP-IV-09, " Storage and Maintenance" paragraph 3.6 states that, " Maintenance shall as a minimum, meet the requirements of reference 2.5.
(Reference 2. 5 is ANSI N4 5. 2. 2). "
Contrary to the above, covers and/or panel closures are not being routinely reinstalled at the completion of work on electrical panels.

Mr. Gaston Fiorelli July 11, 1980 CORRECTIVE ACTION TAKEN AND TifE RESULTS ACIIIEVED:
Following the June 5, 1980 NRC Resident Weekly Critique meeting, a team of Engineering and 1
Construction personnel performed a field inspec-tion of all electrical' equipment to assure all covers and/or panels were in place as required.
The General Electrical Superintendent called a meeting of Delcon Superintendents on June 4,1980 to discuss and determine action to be taken to control the replacement of protective covering for electrical equit ent.
Follow-up meetings were held with all Electrical General Foremen.
The General Electrical Superintendent stressed the responsibility of the General Foremen in control-ling the problem.
The Construction Engineering Manager has delegated responsibility for monitoring this area to the "ieventive Maintenance Group.
Two electricians have been assigned to the Preventive Maintenance Group to implement a program which consists of scr.itoring Class lE electrical equipment to assure that protective covering and/or panels are in place when work is not in progress; that areas around the equipment are swept; and that the equipment is vacuumed and " wiped down" as required.
These electricians will remain dedicated to this activity until it is felt that the problem is adequately controlled on an ongoing basis at which time the monitoring program may be adjusted accordingly.
CORRECTIVE ACTION TO BE TAKEN TO AVOID FURTIIER NONCOMPLIANCE:
