Enclosed is the final report of Dr. James Colville, the NRC Staff's masonry consultant, with regard to resolution of the " wall problem" at the Trojan Nuclear Plant. The report, in sinmary, indicates Dr. Coleville's agreement with the criteria leading to resolution of the " wall problem" in the areas of review in which he was involved.
Since Dr. Coleville pre-sented evidence on the " wall problem" at the hearings in the referenced proceeding held in April 1980 and since the " wall problem" was the subject of Board findings in the Initial Decision of July 11,1980, this final report is being forwarded to you for your information.

Dear Mr. Romano:
Enclosed is my final report on the concrete masonry walls at the Trojan Nuclear Power Plant. Also enclosed is a copy of a letter, dated June 28, 1980 from Mr. Donald J. Broehl of PGE to Mr. Engelken, Regional Director of hPC along with associated relative criteria referred to in Mr. Broehl's letter.
I believe that my involvement in the masonry wall problem at the Trojan Plant is completed and I am, therefore, also enclosing my final statement of fee plus a travel reimbursement request for my recent trip to Portland and San Francisco to assist NRC Staff in their discussions concerning appropriate design criteria.
