l The AEC Regulatory Staff's Response to Environ-met.tal Contentions dated February 25, 1972, states:

reason".
l-We believe this is a correct staement of t.he develop-i ing law.

believe that the.Doard should seek to-refine-each problem to

specific details before making a decision.
