SUBJECT:
SALP INPUT FOR POINT BEACH NUCLEAR PLANT, UNITS 1 AND 2 (WISCONSIN ELECTRIC POWER COMPANY) 1.
Quality of responses relative to amendments, generic letters, FSAR submittals, and requests for additional information.
WEPCO's responses are well thought out. When WEPC0 takes a position on a matter, it is invariably well founded and has a reasonable basis.

Mforts' in obtaining acceptable responses.
The amount of effort needed to obtain acceptable responses to issues varies.
If WEPC0 agrees with NRC that a safety problem exists with respect to a certain matter, there is no difficulty at all in obtaining an acceptable. response and appropriate action.
In fact, WEPC0 pursues safety issues on their own initiative with little or no NRC prodding. Their actions with respect to recent steam generator tube degradation on Unit 1 is a case in point.
On the other hand, WEPC0 reviews NRC requests very carefully and in cases where they are not well founded or of peripheral importance, it can be very difficult in obtaining conforming rasponses. The utility's response, however, is well-founded and reasonable.

Technical competence, managerial and operational capabilities, quality assurance and operational control performance.
WEPC0 personnel - both corporate and site - are technically competent.
The nuclear organization has strong support from corporate headquarters, stemming from the Executive Vice President and others. Both the Executive Vice President and site manager are nationally recognized 810 5050105

" owners groups" formed to address safety issues.

Working knowledge of regulations, guides, standards, and generic positions.
The licensing organization is well managed and staffed by competent personnel. They have a go,d working knowledge in each of these areas..

Observed trends in. performance, if any.
No trends observed.

Notable strengths and weaknesses.

r WEPC0 has one of the best nuclear operations in the country. This is evidenced in safe operation of both Point Beach units over many years.
In addition, the units have an exceptional capacity factor.
7.
Overall Summary.
WEPC0 is an outstanding nuclear utility.
