A copy of D.E. Guilbert's Management Advisory No. 3 to All NPGD Employees, dated July 11, 1980.

A copy was furnished to each individual employee at NPGD.

2.

A file of transcripts which I believe is a duplicate of materials already furnished; however, because-of the press of other work, I have been unable to do a page by page comparison for duplication.

Additional materials, including SPR 372 and the depositions will follow shortly.

NRC Inspection and Enforcement Investigation NPGD has been cooperating with the Nuclear Regulatory Commission in an investi-gation of the flow of information during the accident at Three Mile Island in March of 1979. The specific purpose of the investigation at B&W so far has been to identify and locate any and all records, notes, telecopies, tape recordings or documentation of any sort generated by B&W employees on March 28,1979 that relate to any conversations or communications between B&W employees and TMI, GPU, Met Ed personnel or any other B&W employees in the vicinity of TMI.

If you had any involvement or communications whatsoever of the type outlined above and have not yet provided such information or documents to the investigation (or confirmed your non-involvement and/or lack of records), please do so at this time.

It is very important that this investigation be successfully concluded without delay.

Please contact John Mullin (Ext. 3551) in Contracts-Legal if you have information responsive to this request.

Record Retention Requirement In view of the recent lawsuit filed by GPU against B&W and the on-going nature of Government investigations of the TMI-2 accident, please be aware that preservation of records is a responsibility of every employee.

In an Order of the NRC dated May 22, 1979, they ordered that all records that may be related to the accident at Three Mile Island "shall be preserved intact by persons in possession of such records." The Order went on to say that "the term ' records' is used broadly and is meant to encompass all sources of data including, but not limited to, reports, i

memoranda, engineering analysis, experimental results, lists of references censulted, telephone memoranda, preliminary drafts of any record, and any similar potential source of infomation whether formal or informal." The NRC Order has not yet been rescinded.

It is important to remember that the requirement to preserve records does not only apply to " official" files or records, but also to personal notes and files.
