a minute and explain to you the purpose of the interview so 3

it is quite clear.

4 What we are trying to do is to establish as we have 5

in the past the flow of infornation on the day of the G

accident.

Specifically we are attempting to identify and 7

locate any and all records, notes, facsimile transmissions, 8

tape recordings or documentation of any sort that was 9

generated by S & W employees on March 28 that relate to 10 conversations or conrunications between B & W employees and 11 Three Mile Island, Met Ed, GPU employees or other B & W 12 employees in the vicinity of the Island on that day.

Ilas anyone either told you or 16 suggested to you that you should withhold any information 17 from us here today?

No.

19 MR. HARPSTER:

Now would you explain what you were 2C doing on the day of the accident?

21 THE WITNESS:

On the 28th I went to work about the 22 normal time.

I arrived at the north gate about 7:30, quarter

23 to 8:00.

At that time I could not cet on the island and I 24 stayed at the north cate about half an hour, maybe 45 minutes 25 to try to find out what was going on.

to the observation center which was the muster point for the 2

people that could not go on the island.

At the observation 3

center I ret with the other B & W people who would norra11y

4 go to work at this tire and we tried to find out at that tire 5

whether Mr. Rogers was on site or not.

We finally act a call 6

through one of the people at the observation center to the 7

island and it was verified that he was on the island.

He was 8

in the Unit 2 control recr.

9 I left word that I would go back to ry home and tha'c 10 he could call re there whenever he had a chance.

So I left 11 ry na-e and phone number as aE E-W representative at the 12 observation center and that they could get ce at home if they 13 needed any cor-unication with the B E W personnel.

14 I arrived here, it was probably about 10:00 in the 15 rornina.

And then the rest of the day I spent at ry hore 1G residence.

Could you tell us during the period 18 of tire that you were at your hone that day did you make any 19 telephone calls to B & W or to Three Mile Island?

20 THE WITNESS:

Yes, I did.

I rade telephone calls 21 from my here to the B & b office in Lynchburo, Virainia.

Let 22 re tell you a little bit about the cormunication.

my home in Harrisburg and then I could call down to o &W in 2

Lynchburg and try to transmit inforration that way.

That is 3

basically what happened the rest of the day.

So you were essentially a conduit 5

then to get information from the site back to B & W?

G THE WITNESS:

Yes, that'is true.

7 MR. HARPSTER:

Did you also funnel information back 8

the other way from B &W to the site iuring the day?

9 THE WITNESS:

During the calls there would be 10 requests for information or other cornents or statements and 11 I would pass those along to Mr. Rogers the next time he would 12 call.

During the day ny calls all went to Lynchburg.

I e's 13 didn't call back out to the site.

So I would wait for a call G

14 from Lee Rogers and then I would call down to Lynchburg.

15 MR. HARPSTER:

Did you raki any recordings of these 16 conversations, either tape recordings, notes or any other 17 sort of notation with a recard to this?

18 THE WITNESS:

I didn't rake any tape recordings.

19 During the day eventually there turned out to be about five 20 or six calls from the site and a fair amount of the 21 information was passed back and forth and at the time I 22 jotted down numbers on the back of an envelope but I didn't

23 keep any fornal log or record of the information that passed l

I did compile a record of the time the 3

phone calls from my house were made based on the telephone

So we have a copy of that then?

I don't know whether you, this 7

particular group does, but I do know that it has been 8

submitted to I believe it is in this orange book, New Reg 9

0600.

10 MR. IIARPSTER:

That is 0600.

11 MR. EDGAR:

There is reference made to it and I do 12 think it was also provided to the Rogovin aroup when Grea f"s 13 gave his interview there.

But if you don't have it you can j

It is probably well worn by now.

17 You didn't happen to save the envelope you took the 18 notes on, did you?

19 THE WITNESS:

No, I didn't.

You made no phone calls back to the site 22 that day, is that correct?

I did not call into the site.

record who those would be and where they were?

the site team.

Do you want the location of where they live?

If you recall.

their homes or at the observation center?

When we went over to the observation 10 center the people who would nornally come in had cone to the 11 observation center.

We stayed th e re about an hour I would 12 say to find out whether we would act on site or not.

So I told the B & W people to go to their homes and 15 then I would call ther as to any information of when we could 16 get back on site or if they were to do anything else.

In 17 other words they would comrunicate through me.

So at that i

18 time everyone departed for home.

19 I am still trying to remember some of the other 20 people I talked to:

David Rabien.

These are B & W employees.

No, these people had been part of the 3

on-site engineering support group for either. Unit 2 continued n(,)

4 operations or Unit I restart.

At that time Unit I was about 5

to restart for refueling outage and sore of. the people were -

G up for that.

7 MR. HAR PSTEit :

Did anyone else participate in the 8

calls or overhear the calls from your house is this?

9 THE WITNESS:

Yes, during that day a total of five 10 people came up fror Lynchburg and we set up my house as the 11 custer poi n t where they would come over to ry house when they 12 got in the area.

Then when they could oet out to the site

(~x 13 they would do so.

They were at ry Sore from about 1:00 in G) 14 tne afternoon on that day until about 7:00 or 8:00 that night.

15 Co they would overhear my end of the phone conversation.

IS THE WITNESS:

They didn't talk directly to either 19 Lynchburg or the site.

I handled the cormunications.

Then 20 in between calls I would tell ther what had transpired during 21 the phone calls.

Concerning the 28th the only other (S

13 thing I had written down was before the interview I had with L) 14 the NRC in May of 1979 I jotted down just some of the tire 15 franes of the phone calls and I had originally put toaether 16 the list of phone calls and the times and had some notes for 17 that general discussion.

So you have not subsequently provided 19 any evaluation of the events of that day, is that correct?

No, I haven't.

Yes, it is.

Let me ask what is this list supposed 2

to represent again?

9 MR. HARPSTER:

This is a list which B & W has helped 10 us compile of names who were involved in the flow of 11 information during the day of March 28, 1979.

What we are 12 attempting to do to establish the flow of information to and 3

13 fco-the island durina that day is to have a list of all the-(O 14 names of people involved so that we can establish very 15 accurately what th e flow of information was.

What we are 1G askina you is is that list complete to your knowledae or can 17 you suagest any other names that belona on that list to help 18 us with our reconstruction of the flow?

19 THE WITNESS:

Do I know of any other people in 20 addition to this list who I nay have talked to or who were 21 involved in coerunications?

Yes.

None that I know of.

I am not sure that I covered !t.

Did you have any 12 conversations regardina the accident that day with any GPU or

Let ne see.

The only time I talked 15 with GPU or Met Ed personnel that day was in the morning when 1G I had shown up at the site and at the observation center.

To 17 the best of my knowledge I don't believe I talked to anyone 18 from GPU after that time.

I didn't have any calls with 19 anyone fron CPU during that day.
