Dear Sir:

Pursuant to Section 50.59 of the Commission's Rules and RegulationP; Maine Yankee Atomic Power hereby proposes the following modifications to Appendix A of the Operating License.

PROPOSED CHANGE: Reference is made to the Technical Specifications contained in Appendix A to the Operating License No. DPR-36 issued to Maine Yankee Atomic Power Company for the Maine Yankee plant. We propose to modify these specifications as follows:

A.

Replace pages 2.1-1, 2.1-4, and 2.1-5 of Specification 2.1 with the a ttached revised pages 2.1-1, 2.1-4 and 2.1-5.

B.

Replace pages 3.10-1, 3.10-2, 3.10-5, 3.10-10, 3.10-11, 3.10-12 and 3.10-13 of Specification 3.10 with the attached revised pages 3.10-1, 3.10-2, 3.10-5, 3.10-10, 3.10-11, 3.10-12 and 3.10-13.

C.

Replace pages 1, 2 and 3 of the Definitions with the attached revised pages 1, 2 and 3.

REASON FOR CHANG"-

We propose to refuel the Maine Yaakee reactor to allow continued power operation during the next cycle (Cycle 6).

The refueling will involve the replacement o~ 73 fuel assemblies by the insertion of 72 new assemblies and 1 once burned fuel assembly which is being reinserted from Core 2.

This submittal addresses those changes that are necessary as a result of this refueling operation.

BASIS FOR CHANGE: Attachment A provides a description and justification for each change noted above. Attachment B provides the Core Performance Analysis Report in support of Maine Yankee Cycle 6 operation. This report addresses the mechanical design, thermal-hydraulic design, physics and safety analysis aspects of the refueling.

SAFETY CONSIDERATIONS: Based on the considerations contained herein, it is concluded that there is reasonable assurance that operation of the Maine l

Yankee plant' consistent with the proposed Technical Specifications will not endanger the health and safety of the public. This proposed change has been reviewed by the Nuclear Safety Audit and Review Committee.

FEE DETERMINATION: This proposed change requires an approval that involves a single safety issue and is deemed not to involve a significant hazards co ns ide ra t t.on.

For these reasons, Maine Yankee Atomic Power Company proposes.

this change as a Class III Amendment. A payment of $4,000.00 will be submitted under a separate letter.

SCHEDULE OF CHANGF: These changes to the Maine Yankee Technical Specifications will be implemented upon Commission approval. A timely review and approval of this submittal consistent with our schedule for Cycle 6 startup would be appreciated. Cycle 6 is scheduled to commence on or about July 18, 1978.
