A. Time required to implement This change is to be effective upon NRC approval B. Reason for Change (Eacility Change Request 80-114)

< The Annual Personnel Monitoring Report is required to be submitted to the NRC on March I for the previous year. The personnel exposure report is not received until about February 1, and the termination records:must be sent out within 30 days.

1 Therefore, the March I date cannot be met. 10CFR20.407 and Reg Guide 10.1 require that the annual report is due by March 31.

C. Safety Evaluation The present Technical Specification 6.9.1.4 requires submittal of the annual personnel monitoring report to the NRC by March 1 for the previous calendar year.

The safety function of this requirement is that no individual is exposed to any radiation dose in excess of the limits for

, any one calendar year.

The personnel exposure results are not received until February 1 of the year. Secondly, the termination records must be submitted within the next 30 days. The submittal of annual personnel monitoring report by March I places an additional burden.

10CFK20.407 requires the submittal of the annual report by March 31 for the previous year. Similarly, NRC Regulatory Guide 10.1 also requires this submittal by March 31.

Based on the above, submittal of the annual report by March 1 is unnecessarily restrictive and should be changed to March 31.

Since this reporting is for the previous year, the delay in its submittal will not result in any overexposure for that year.

Pursuant to the above, there will not be any adverse effect on the safety function of the reporting requirement and, therefore, no unreviewed safety question is involved.
