1 Q

Do you understand the purpose as I have explained 2 it to you?

3 A

Generally, yes.

i 4

0 Has anyone either told you or suggested to you 5 that you should withhold any ~inf ormation f rom us here today?

6 A

No, no one has made any mention of that sort of 7 thing.

8 0

What was your position or f unction on March 28th, 9 19797 10 A

Same position as I now have, Manager of the 11 Customer Service Department.

12 O

Were you present at any time in the so-called, war 13 room on March 28th, 1979?

14 A

Yes, I certainly was.

15 Q

Could you briefly explain your function, your 16 in volvement and at about what time that was?

1'7 A

I am a little vague.

I guess the war room you are 18 ref erring to is the project control center.

We actually on 19 the 28 th met in several places, first of all, in what we 20 call Bill Spangler's office where the original call was 21 expected to come in.

I don't think we got into the project 22 control room until somewhere late in the morning or maybe 23 noon time.

()

24 My function as Manager of Customer Service was to 25 provide support in whatever

,ay it was needed from our plant

3 Q

During the period of time that you were in the 4 project control -com or the war room did you make any 5 telephone calls to Ihree Mile Island, GPU, Met. Ed. or other 6 B&W employees?

7 A

No, I didn't, not on the 28th.

I listened to 8 quite a few of them because we were using the squawk box on 9 the telephone, but I was not placing the calls personally.

)

1 10 0

Did you make any telephone calls from any other 11 location than the war room ?

12 A

No, I did not.

I did not call up there.

13 0

Did you participate in any other telephone 14 conversations on that date with Three Mile Island, GFU, Met.

15 E d. or other SCU employees in the vicinity of the Island?

16 A

Well, I listened and may have made a comment or l'7 two on the squawk box.

We were trying to use one telephone 18 line up to the Island.

We were not very successful in 19 getting through, and when we did get through a call I did 20 listen, you know, and was one of the people in the room.

I l

21 was not one of the primary people speaking.

Most of th e 22 calls were to our resident up there, Greg Schaedel at his l

l 23 h o m e.

()

24 0

Did you take notes of these conversations?

25 A

No, I did not.

At the very first minute or two I

1 started to write on something like that, and it wasn't more 1

2 than a f ew minutes when we realized that what we ought to do 3 instead of each of us taking notes is to get somebody to be 4 the scribe and get.a decent set of notes because of the need 5 to understand what was being said just made it obvious that 6 we wouldn't make it by all having a set of scribbles.

7 MR. EDGAR:

What was that to which you referred as 8 "that" that you had in your pocket just now?

9 THE WITNESS:

Oh, I use little three by five cards 10 to write little notes to myself on.

I don't know, other 1

11 people had different things, but it was very clear that we l

12 would not have a good record that we could understand or l

13 analyze or try to figure out if we individually tried to

(

14 make records.

15 BY MR. HARPSTER4 16 C

Were you aware of any tape recordings being made l'7 at these conversations on March 28tb 1 18 A

I don't recall much in the way of tape recordings 19 on Xarch 28th.

I know that on the 2 9 th, 30th and later on 20 f requently ae would make tapes.

I think we made some on the 21 28th, but the extensive use of recording in my memory, you 22 know, came later.

I don't recall exactly when tape 23 recording started, but it was much more extensive in the

()

24 da ys th a t followed in my memory.

25 0

Did you tape record or take notes on March 28th of-O l

3 A

.4 3, I did not.

4 0

Did you tape record anything on Yarch 28th, 1979, 5 regarding the Three Mile Island accident?

6 A

No, I did not.

7 0

Did you take any notes on that day regarding the 8 Three Mile Island accident?

9 A

I did take, let ne say, a few notes on one three 10 by five card, but before the day was over I threw that away 11 in the vastebasket recognizing that the official lockeeper 12 ve.had was o aking a nuch better record.

13 Q

Did you subsequently record, dicta te or write down 1-4 your recollections of the activities that took place on 15 March 28 th, 1979?

16 A

No, I did not.

17 C

Do you know of anyone else who say have done this?

18 A

No, I don't know of anyone who did it.

19 0

Dick, we have attenpted to conpile a list of all 20 persons who nade contact with TMI, Met.

Ed.,

GPU or other 21 BCW enployees in the vicinity of Three Mile Island on March 22 2 8 t h, 1979, who were present in the war roon on that date.

23 If you would lock at a copy of this list that we have

()

24 compiled can you think of anycne else who belongs on this 25 list or who may useful to us in the conduct of this O

2 MR. HARPSTER:

For the purpose of the record, this 3 is the same list we have~given to Don Poy.

4 (The list was handed by Mr. Harpster to the 5 witness.)

6 (The list consisted of the following namess 7 Rogers, Flint, Schaedel, Winks, Tvilley, Kelly, Deddens, 8 Roy, Womack, Taylor, Kosiba, Karrasch, Spangler, Dempsay, 9 Kennedy, Dunn, Hallman, Olds, Ward, Pletke, Culverson and 10 Wandling. )

11 THE WITNESS:

I don't know this from memory, but i

12 Ken Ellison may have been there because he normally would be 13 there.

(

1<4 BY MR. HARPSTER4 15 0

That is Ken Ellison?

16 A

He may have been there because he often 17 pa rticipa tes.

18 0

Would you spell that for us, please?

19 A

E-1-1-1-s-o-n.

I don't know that from memory that 20 h e w as there, but I do know that when transients occur at 21 plan ts he is f requen tly in a ttendance.

22 O

Can you tell us what his position is?

23 A

He is Manager of Operating Plants Services under

()

24 Andy Olds in the field engineering section.

That is a 25 possibility.

I don't think of anybody else.

There may have O

The early conversations, there were, you 2 know, on the order of 10 or 15 people that were changing as 3 time went on.

I don't know anybody else that comes to mind.

4 0

'Je have explained the purpose of the interview 5 here today and you have indicated your understanding of it.

6 Based on this understanding, do you have any additional 7 information that might be useful or pertinent to our 8 investigation?

9 A

No, I don't believe I do.

10 MR. HARPSTER:

John?

11 MR. CRAIGs I have one question.

12 EXAMINATIOF 13 uY MR. CRAIG4

()

14 0

You said I believe that you knew of some tapes on i

15 the 28th or you remembered some tapes being made on the 28th?.

l 16 A

I hope I didn't say it that way.

I know that we l'7 had tapes later on, and I don't know exactly when they l

18 sta r ted.

I was not party to any direct taping.

I believe 1

19 somebody may have done some taping sometime on the 28th, but 20 the heavy use of tapes came into'being, you know, Thursday, 21 Friday and, you know, by Saturday why it was quite common to 22 do that because we were getting so many phone calls we were 23 concerned that we could have enough information to check up

(,s) 24 on ourselves and not get numbers and values incorrectly l

25 recorded.

I don't specifically remember when taping started.

rae tepee taet =er neve been =ede on the 2eth, can 2 you remember who may have been making the tapes, where they 3 were made or anything about them?

4 A

If there were any made I would guess they would 5 have been made up in the war room.

That is where the 6 telephone outlet was after we got organized, so to speak.

7 The original few calls just came in to offices.

But 8 somewhere around noontine we entered the control room and if 9 there were tapes made they would have been made there.

10 G

Would you remember who probably would have made i

11 the tapes?

12 A

No, I wouldn't remember who would have mado the 13 tapes.

By and large the telephone line we were getting i

' O l

14 through on up there would have been handled by one of the 15 service people.

I don't know who would have n.cde the 16 ta pe s.

I guess I would ask Wandling if I was trying to find i
