For the record my name is Terry 7 Harpster and this is John Craig.

We are engineers with the 8 NEC.

9 Don, I am conducting an investigation to establish 10 the flow of information during the Three Elle Island 11 accident on March 28th, 1979.

The specific purpose of this 12 interview today is to identify and locate any and all 13 records, notes, f a: simile, transmissions, tape recordings or 1-4 documentation of any sort generated by BEW employees on 15 March 28th, 1979, that relates to conversations or 16 communications between ECW employees and Three Mile Island, l'7 GPU or 5et. Ed. personnel or other SEW employees in the 18 vicinity of Three Mile Island.

A Manager of Engineering.

I held the same position 7 that I hold today.

0 Were you present a t any time in the so-called var 9 room at SCW, Lynchburg, on March 28th, 1979?

Yes, I was.

Can you briefly recall at what times?

You might 12 annotate that with what your function or rols is Perhaps 13 you can just explain to us your function in there.

During that time, and I believe we set that up or 15 at least began to focus our activities in this control 16 center 7erhaps around noon, in that time frame, plus or l'7 minus an hour or so.

That is my best recollection.

18 Much of my activity during that time was conducted 19 in a n of fice nearby, hr. Jim Deddens' office, which was sort 20 of serving as a management office during tha t day.

We made 1

21 some calls f rom that office to GPU personnel.

I was in and 22 out of the control center a good portion of the day on the 23 28 th trying to help assess the information that we were

24 receiving.

Our activity became pretty much centered there 25 towards the latter part of the day as we came up to the time O

1 of starting to pump.

2 I was serving as, and at that time it was not 3 formalired, but something like an engineering operations 4 manager making sure we had the right ' people there and trying 5 to access the information that we were receiving, obtaining 6 various suggestions as we were getting questions from th e l

7 site and then assessing the various suggestions for action 8 coming from the various people here in 3EW as we were making 9 up our mind on what position to take and what counseling to 10 give our people at the site regarding getting the plant 11 stabilized.

j 12 So my activities moved between the nearby office, i

13 M r. Jim Deddens' office, and the control center starting, I 14 would say, somewhere around the noon period and on through l

15 until the time we went home late in the evening.

Daring the period of time that you were in the war l

17 room did you make any telephone calls to Three Mile Island, 18 G P U, Met. si. or BEW employees in the vicinity of Three Mile l

19 Island?

20 A

I don 't know that I placed any calls directly 21 myself to people up there during that time, but we were in-22 communication f rom the control room with rome of our people 23 in the vicinity of the site.

24 I think, too, during the day we had discussions 25 with lee P.ogers who was on the site itrelf.

1 I don't recall my placing any call personally from 2 the control center to those personnel, but I certainly was 3 involved in conversations with them, with ou r site people

4 during that afternoon.

Ihe calls to people in the vicinity of the site or 6 lee Rogers, were recordings made of those calls?

7 A

On the first day, I don't recall whether there was 8 or not.

There nay have been.

As you probably already know, 9 we had Mr. "Jandling who was our logger f or information that 10 we were receiving and transmitting, kind of an official 11 communications logger at that time.

12 I have since become. aware that there was a tape 13 made of the pump, when we were making recommendations 1-4 regarding starting the pump, but at that particular time I 15 wasn ' t aware that we were making recordings of our telephone 16 calls of it.

So there may have been, but I can't tell you l'7 specifically these are the conversations, you know, which we 18 pu t on tape because I wasn't aware we were recording any of 19 th e m that day.

1 GPU officials from Jim Deddens' office.

During the latter 2.part of the afternoon we were making recommendations'about 3 starting high-pressure injection pumps.

I recall one 4 specifically to Bob Arnold, and Jim Deddens was with me 5 then.

I don't think we recorded that one.

I don't believe 6 that was recorded.

7 So we did make a couple of calls from Jim's 8 office that stick out in my mind very specifically because 9 we were transmitting recommendations regarding high-pressure 10 in je ction, starting high-pressure injection.

I recall the 11 very difficult time in trying to get through to him, even tc 12 the extent we dialed the area code and got a busy signal.

13 You couldn ' t even get in on the area code.

14 I probably was involved in some conversations with 15 the NRC witn our Mr. Jim Taylor who was manager of licensing 16 and kind of was the focal point for our interface with the 17 NRC during the period of the recovery operation.

Do you recall if any notes were kept of the phone 19 calls made outside the war room?

20 A

No, I am not aware of any notes that were kept 21 outside of the control room.

I didn't keep any.

I don't 22 think Mr. Wandling came over and joined us on any of those.

23 He would have been our official notekeeper on it.

Ihat is the only one 3 that I am aware of right now, of anyone who did that, who 4 sat down an$ wrote down sort of a chronology of his actions 5 that day.

We have attempted to compile a list of all persons 7 who made contact with Three Mile Island, Met.-Ed. or GPU 8 employees that day er other BEW employees in the vicinity of 9 the site.

10 In order that we can better establish the flow of 11 information we would like you to look at this list and tell 12 us if it is complete or-if there are any additions to this 13 list which would be useful to us to establish all the f3 1

1-4 information which flowed on that day.
