Dear Mr. Cunningham:

As discussed in my letter to you dated September 1980, the International Atomic Energy Agency (IAEA) is in urgent need of a Lightweight Air-Transportable Accident Resistant Container (LAARC)/ PAT-2 for the air transport of safeguards samples containing gram quantities of plutonium.
These samples wculd be shipped from countries around the world to the IAEA laboratory in Seibersdorf, Austria and IAEA network laboratories in other countries for analysis and safeguards verification purposes. All the necessary engineering and testing to ensure LAARC meets the NRC certification criteria (NUREG-0360) is complete and the results are provided in tha enclesed draft PAT-2 Safety Analysis Report (SAND 31-001).
Because LAARC is urgently needed by IAEA and due to the high visibility the project has received within DOE, NRC and with Senator Jchn Glenn, r

we feelit necessary to do everything possible to ensure th'at LAARC is l
licensed and certified for international use by September 1981. To this end, members of this Office and Sandia National Laboratory would like to meet with you and your staff scen to discuss issues that may impact certain details in your Certificate of Compliance. Specifically, the issue of operational centrols is critical to the usefulness of PAT-2 and the possible apprcaches l
that may relate to NUREG-0360, the ACRS and the National Academy of Engineering.
