WO-HUNDRED-FORTY-NINTH MEETING OF THE ADVISORY COMMITTEE ON REACTOR SAFEGUARDS, JANUARY 8-10, 1981
Dear Dr. Ahearne:
The Advisory Connittee on Reactor Safeguards held its 249th meeting in Washington, DC on January 8-10, 1981.
Items considered at this meeting are summarized below.
249th ACRS Meeting The Committee met with members of the NRC Staff and representatives of the nuclear industry to discuss the NRC Staff's proposed requirements for near-term construc-tion permit applications (NTCPs).
The Committee met with members of the NRC Staff and representatives of the Tennessee Valley Administration to discuss the proposed operation of the Interim Distributed Ignition System installed in the Seouoyah Nuclear Power Plant Units 1 and 2, and the results of the start-up tests and operating experience at that plant.
Cocies of reports regarding the matters noted above have been provided to you.
The Committ e continued preparation of its annual report to Congress on the NRC's Reactor Safety Research Program for FY-1982.
During this session, the Committee heard a report regarding activities of the LOFT Special Review Group.
Additional work on this report is scheduled during the 250th ACRS meeting.
The Connittee met with you and Commissioner Bradford to discuss the safety phi-losophy of the Commission, the Commissioners' views regarding the establishment of quantitative safety goals, matters pertaining to the funding of the NRC's Reactor Safety Research Program, and the environmental impact statement for the Virgil C. Summer Nuclear Station.
The Committee met with the Executive Director for Operations and the Director of the Office of Nuclear Reactor Regulation to discuss the requirements for the restart of Three Mile Island Nuclear Station Unit 1 (TMI-1) and the Committee's recomendation in its report of December 11, 1980 regarding reliability assess-ments of the plant as modified.
