Interim Report of a Potential 10CFR50.55(e) I ten on Calibration of Torque wrenches (#40)

Or Perch 3, 1981, Detroit Edison's Mr. H. A. Walker, Supervisor, Construction Quality Assurance, telephoned Mr. J. E. Konklin of NRC Region lli to report on a patential. problem with calibration of torque wrenches at the Ferni 2 Site.

lt had been noted during an audit of Wismer and Becker that there was a problem in the specification of calibration tolerances for calibration of torque wrenches. Vismer and Becker documents indicated that the tolerances to be used for torque wrench calibration match those of Federil Specification GGG-V-00636C when they actually did not. This tolerance has now been changed and is consistent with the Federal Standard. In addition to this, a number of wrenches were received f rom the Toledo Testing Laboratory exceeding calibration requirements without scecific notifications being made that they were out of calibration. A number of these wrenches were itseed and used.

We have no evidence at the present time that thi'; is a hardware probleu.

Investigation is continuing and appropriate action is being taken.
