SECY-81 APPROVAL OF PROPOSED LICENSE TO EXPORT HIGHLY ENRICHED U IUM TO THE FEDERAL REPUBLIC 0F GERMANY (LICENSE APPLICATION N0.

This is to advise you that the Commissioners have reviewed the subject license to Transnuclear, Incorporated.
The Comis~sion (with four Commissioners approving) has accepted your recommendation to export to the Federal Republic of Germany 802.2 kilograms of uranium, enriched to 60.4% U-235, in the form of UF -
6 In connection with his approval, Commissioner Gilinsky commented as follows:
"The Director General of the IAEA informed me that he expects that agreement will be reached with the FRG on the facility agreement in the near future, and that he is satisfied with the interim arrangements for inspection." Commissioner Gilinsky then proposed that a letter be forwarded to the Executive Branch on this matter.
Chairman Hendrie and Commissioner Bradford agreed with the proposed letter, and Commissioner Ahearne did not agree. A copy of the letter, which was signed by Chairman Hendrie and dispatched on April 2, is being forwarded to you under separate cover.
