Dear Mr. Partlow:
As we discussed with Harry Bartz in our telepher.e conversation of January 9,1981, we plan to perform calcining operations on the PuC material identifiec in part 2(b) of Reference 1.
The at: ached pages7are provided detailing our intended procedures for transfer and measurement of this material.
Please note that we have performed Pu0 calcini:g operations in the past 2
when the mixed oxide fabrication process was in operation.
Consequently, we request your approval for this operation as an exten-sion of the activities described in Reference 1.
We also request that the requirscents of 10 CFR 70.57 (b) and 70.57 'c) for establishing, s
maintaining and verifying compliance of a measurement control program be waived for the analytical measurements associated with this operatien, since the agent designated in the attachments is already qualified under the 00E or tiRC.
