Dear Mr. Keppler:

J On Febmary 20, 1981, Detroit Edison's Mr. H.A. Walker, Superviscr-Constructica Cuality Assurance, telephoned Mr. J.E. Mcnklin of the NRC-Region III to report on a p =blen with rezcval of pipe Supports after inspection at the Fe mi 2 Site.

Quality Centrol personnel for cne of the site centractors had noted a crew frca another site cen*ractor werking on a pipe suppcrt for which the first contractor had responsibility. The first contractor had already inspected and accepted the pipe suppcrt. No proper work doctrent (traveler, etc.) had been issued for the work, and therefore there is no rethod to ensure that the support would be re-inspected. A cursory review of apprcxi-rately 75 inspected a-d accepted pipe supports en syste s scheduled for turncver in the near future revealed that tanive pipe supports kure not

, installed por the pipe support sketch and apparently had been recoved and re-installed. This re.cval is r :parently being done to provide better access to wrk heing perfered t / the seccnd contractor. These pipa supports were CA .avel I pipe supports 1ccated in the Reactor Building.

We are presently trying to dete =dne if this prcblem exists outside of the area in which it was noted, and also ir it applies to scrk of other site-contractors. In addition to this, ranagcrEnt persenel cf site contractors 4

have been nctified of the problem and wa=ed that unau*horized work en any plant eculptrent will result in apprcpriate disciplinary acticn. Also, he are presently awaiting documentation f m Centractors and Constructicn ranegenant concerning the evaluation of hangers that have been re-inspected and cut-out.
