March 10,1981

The purpose of this meeting was to agree upon a plan of attack to assure proper.

coordination of staff efforts related to degraded cooling and associated rulemakings.

BACKGROUND:

By memo dated October 15, 1980, the Executive Director for Operations established a steering group to coordinate degraded cooling and related rules.

DECISIONS, AGREEMENTS AND COMMITMENE 1.

Arlotto assigned each member the responsibility of commenting to Arlotto on Murley's draft action plan by Friday, March 13, 1981. tiembers were requested to send copies of their comments to other members also.

Arlotto reaffirmed the following additional existing and new assignments for preparing portions of the action plan:

Responsible Person Action Plan Assienment Medeiros quality of operations enclosure Muller safety goal considerations enclosure Roberts siting and minimum engineered safety features rules status enclosure Cunningham statement of considerations for proposed rule Johnson minimum engineered safety feature studies enclosure Kelber degraded cooling related research tasks enclosure 3.

Arlotto requested that each of the foregoing action plan enclosures be completed and forwarded to him by Tuesday, March 17, 1931 so that a complete draft of the action plan can be assembled and distributed for review by Steering Group members prior to the March 26, 1981 meeti ng.

Similarly, Arlotto requested that viewgraphs covering areas assigned at the tenth Steering 3roup meeting on March 3,1981 be completed and forwarded to him by Tuesday, March 17, 1981 to facilitate the upcoming ACRS presentation.

5.

To facilitate the Group presentation to the ACRS on March 24,1981, the Group agreed to conduct a dry run on Thursday, March 19,1981 at 1:40 pm in Room 013 of the Nicholson Lane building.

In connection with the ACRS presentation, Arlotto assigned Foulds the responsibility to assemble a viagraph and supporting text explaining how research activities are being initiated and scheduled to support degraded cooling rulemaking.

DISCUSSI0'l:

The Group Chairman opened the meeting with the announcement that he, Ross and either Case or Denton would be meeting with the EDO at 9:00 am on Friday, March 13, 1981 to discuss the action plan being formulated by the Group. He also announced that the Group's meeting with the ACRS Subcommittee on Class 9 Accidents has been scheduled for 1:10 pm on March 24, 1981.

Medeiros announced that he had been contacted by a recently-hired AIF program manager, John Siegel, who wished to become better acquainted with the Steering Group's charter and progress and who had requested an informal meeting. Medeiros will meet with Siegel on Thursday, March 12, 1981, and invitedather Steering Group members to join in the meeting if they desired.

The bulk of the reeting was devoted to detailed discussion of the siting criteria-

Presentaticcs to the Group were made by Conti (siting criteria) anc Norberg.(mini =a engineered safety features) who answered nu erous cuestions of the Grcus while describiag apcroaches taken. At the conclusica of these presentaticns, the key guidance giyen by the Grcup was:

This guidance will be reviewed in the previcusly-rentioned meeting scheduled with the EDO. Speci fic-Steering Grcup guidance to SD ccncerning the siting criteria rule included:

1.

The Steering Grcup rejected Ccnti's propesal to defer consideratica of groundwater interdicticn.

2.

The Steering Group wants the technical suppcrt basis to be available at the time the rule is submitted to the Cc:nissicn.

3.

Unless justified by sc e other basis, the rale should be sut=itted '

to the Ccenission.with the draft enviref. rental 1 pact statement and not precede it.

4.

At the same tire, the Steering Grous wants 'a versicn of the propcsed rule to be available by Fay 1931.

5.

Grimes requested a detailed presentation of the Sandia siting criteria analysis to him, Bernero, Ernst and Centi at the earliest date.

The G. cup agreed to cenduct its twelfth regular teeting en March 26,1931 at Nichcisen Lane, Rocs 013 starting at 1:00 p.m.
