Gentlemen:
Your letter of November 20, 1980 requested that AP&L revise our Technical Specifications to include the requirements of Revision 1 of the Inservice Surveillance Requirements for snubbers under the Standard Technical Spec-ifications. On March 3,1981, we received word that the ASME Conmittee on Operations and Maintenance (0&M) is developing a consensus standard for in-service testing of nuclear plant snubbers.
This standard OM-4 is intended to replace the current requirements for snubber testing that are now included in Section XI of the ASME Boiler and Pressure Vessel Code. The standard was scheduled for distribution and balloting by the full 0&M Committee in mid-March.
Because of the recent information listed above AP&L proposes to wait for the inclusion of the OM-4 standard into Section XI and reference that document as appropriate in our Technical Specifications.
This will avoid putting more detail than is prudent in our Technical Specifications and will be more generic for NRC review than marking up the NRC proposed Standard Technical Specifications (STS) to match our ANO-1 plant specific document (not STS format).
AP&L has recently completed a 100% inspection of the ANO-1 safety related mechanical snubbers and will shortly begin a 100% inspection of ANO-2 safety related mechanical snubbers.

o on ANO-1 indicated that no generic type defects were apparent. AP&L feels that the 100% inspections coupled with the ANO-1 results adequately resolves any concern regarding the delay in awaiting the ASME Section XI revision before mechanical snubber inspections are included in our Tech-nical Specifications.
