Dear Congressman Walker:

We are pleased to respond to the inquiry of Mr. Robert Johnson which you transmitted with your letter of February 24,1981.

The evacuation plans mentioned by Mr. Johnson are normally submitted by the applicant, Philadelphia Electric Company, for review as part of the offsite emergency response plans prepared by appropriate State and local government agencies. Since the first unit of the Limerick Station is not scheduled for operation before 1985, neither the ons,te nor the offsite plans have been submitted. However, prior to the issuance of an operating license for Limerick, NRC will have to make a finding on the adequacy of the overall state of emergency preparedness which includes the supporting State and local governments. Our finding will be based not only en an assessment of the plans developed by the Philadelphia Electric Company, but will also include a review of the Federal Emergency Management Agency (FEMA) findings as to whether the State and local plans are adequate and capable of being implemented.

In this regard I would like to describe the role of FEMA in our program to l

assure an acceptable state of overall emergency preparedness. President Carter on December 7,1979 directed FEMA to take the lead responsibility for all offsite nuclear emergency planning and response. The effect of that decision is that FEMA will assess State and local emergency response plans and make findings as to the adequacy of those plans as well as the State and l

local capability to implement such plans. NRC and FEMA entered into a Memorandtm of Understanding on November 1,1980 which delineates the authority and responsibility of each agency, and the cooperative measures required to achieve our comon goal. FEMA's findings will be provided to the NRC and will be used in the licensing process for making a detemination on the overall' state of emergency preparedness at and around the Limerick Nuclear Power Station.

We live on the extreme suburbs of Philadelphia near Reading and Potts-

-torn and are within the 20 mile radius of the plant.That is why I am concerned.According to a recent newspaper article the N.F.C. has turned down Limrick.for a license to operate the plant,Chey were turned down because they have not turned in a report for an evacuation plan.I would appreciate your views en this issue and any information on the plant's safety and operation.Thank you for your time and co-operation on this matter.
