roposed subpoenaed witnesses before they are inconvenienced by being called to hearing.
It is noted that several of the witnesses in Intervenors' " Category III" witness list apparently had nothing to do l
with the construction of er inspections at the South Texas facility.

5-4 Thus it appears on the surface that they do not have -relevant testimony.
They should not be' forced to attend the hearing without a showing they have some information within the scope of this proceeding.E The relief requested is not unduly burdensome as preparation for direct testinony of the proposed subpoenaed witness would have to be prepared in any event by the Intervenors.
