This letter documents the phone conversation on March 3, 1981, between Messrs. D. Danielson and P. Barrett of the NRC, and R. L. Wood, S. C. Swain and W. W. Schwiers of CG&E.

It was agreed that based on the review and acceptance by CG&E of the QA documentation and procedures submitted by Reactor Controls for work applicable to the vessel internals specification and other applicable design requirements, additional work on the internals could proceed. This work will be performed by Henry J.

Kaiser personnel in accordance with their QA/QC Manual and applicable requirements. FDI 110/63000 shall be implemented by General Electric's Installation & Service Engineering Group.

This work on the internals shall consist of the following items:

1. FDDR 374 - Inspect and rework the shroud head flange if required.

2. FDI 121/63000 - Retorque the jet pump beam bolts.

3. FDI 110/63000 - Shroud Access Cover Modification.

4. FDI 115/63000 - Relocate 1 clamp for Reactor Vibration Monitoring System.

5. PDI 118/63000 - Install top guide hold down bolts.

6. FDDR 305, 458 - Shroud head hold down bolts.

Any item of nonconformance which occurs or is identified during the above activities shall be recorded and processed by preparation of a nonconformance report. If additional work activities are identified during the work progress we shall apprise 8108250%6 gig 1 z 398, 9A

' March 4, 1981 - QA-1405 Page 2 NRC personnel by either phone or by letter. Additional work will not continue until we have obtained concurrence from NRC personnel.

On February 9,1981, other agreements regarding RCI associated work activities was discussed by Messrs. D. Danielson (NRC) and W. W. Schwiers (CG&E).

The following documents those modifications to CG&E Stop Work Order 80-14:

Rev. 3: All work required to perform the walkdown to verify field conditions of CRD Piping may be performed subject to the following conditions:

a) The RCI Procedure to be used for the walkdown must be reviewed and accepted by the CG&E General Engineering Department and Quality Assurance, b) Only the walkdown may be perfomed. No further work including design or stress analysis may proceed.

c) CG&E QA to be apprised when RCI personnel srrive at site to perform walkdown.

Rev. 4: Work may proceed to replace the galled vent valve with a like kind in the CRD Piping. This work will be performed by Henry J. Kaiser personnel in accordance with design and Quality Assurance requirements. No other physical work shall be performed by Henry J.

Kaiser personnel.

Both revisions to Stop Work Order 80-14 are dated 2/10/81 and are available at the Zimmer Site for your review. Copies of the FDI's and FDDR's described above are also available for your review.
