. l ear Non-Proliferation Act, that the NRC has not completed licensing action on your license application XCOM0451 for the export of three prcportional counters to Italy for use at the E. Fermi nuclear reactor facility (your reference number ZE40066).

Final NP.C licensing action has been delayed because of the need to clarify certain issues concerning how the NNPA criteria are satisfied with res;:ect to exports to Italy.

Information on this matter is being obtained from the Executive Branch.

Please be assured that the staff will act ex;:ec-J iously on your license application upon resolution of these issues.
