Dresden Station Unit 1 Request for Exemption from 10 CFR 50.48 Schedule Requirements NRC Docket No. 50-10
Dear Mr. Chilk:
Pursuant to-10 CFR 50.12, Commonwealth Edison Co. requests an exemption from the schedular requirements of 10 CFR 50.48(c) and 10 CFR 50.48(d) for Dresden Station Unit 1.
Commonwealth Edison Co.
requests that the completion date for fire protection features required by 10 CFR 50.48 and Appendix K to 10 CFR 50 for Dresden 1 be revised to be prior to startup from the current refueling, modification, and chemical cleaning outage.
Our bases for this exemption request are as follows:
1.
Dresden Unit 1 is currently shutdown for an extended refueling, modification, and chemical cleaning outage.
Unit 1 is scheduled to remain shutdown until June, 1986.
2.
There is no fuel in the reactor vessel or the primary containment _ sphere.
3.
All irradiated fuel is stored in the below-grade spent fuel storage pool in the fuel handling building.
4.
The stored fuel has not been irradiated in the reactor for at least-28 months.
5.
Fire protection features in the fuel handling building which were identified in the NRC Staff's Fire Proteciton Safety Evaluation Report will be installed and operational by May 1, 1981.
The required implementation date for this equipment is November 17, 1981.
Based on the above, Commonwealth Edison Co. concludes that revising the completion date for fire protection modifications will have no detrimental effect~on fire protection or overall facility safety for Dresden Unit 1.
