Dear Mr. Roser:

3 Thank you for your letter of February 13th and your kind invitation to discuss matters of mutual interest with members of the Deutsches Atomforum e.V.

I had planned to go to Dr. Bonnenberg's meeting at Aachen and then to go to Bonn where I could have met with you.

However, as you will have heard, I have been named Chairman of the USNRC again.

As a result, I will not be able to go to the Federal Republic.

The NRC is faced with a very serious problem in the licensing of completed

. and nearly completed plants and I must devote my full attention to that problem. We are engaged in continuing discussiens of the problem with the Congress and it is not possible for me to leave the U. S. while these discussions are going on.

I very much appreciate your invitation and regret that I am unable to accept it.
