The enclosed monthly status report is provided in accordance with t e direction given in House Report 95-1093.

The report is.the fourth monthly report prepared by the Comission and covers the period from January 15, 1981 to February 15, 1981.

This fourth report discusses the actions that were taken during that period on licensing reviews of new facilities.

Your letter of February 17 asked thit we amend the February and subsequent reports to provide certain additional information.

We were unable to.

research and incorporate this addit',onal information into the enclosed report in the time between receipt of your letter and the end of the month.

Accordingly, the Comission intends to submit as soon as it can be completed an amended version of this February report including the inform-ation you and Congressman Myers requested.

Since its February 19th appearance before the Subcomittee, the Comission has met several times to discuss licensing schedules, the impact of NRC-induced delays, and possible actions to be taken to reduce or eliminate projected delays.

Additional meetings are scheduled for this week on the same subject.

As soon as the additional information. requested by you can be compiled, we will be transmitting a revised version of our February report. This information will also be incorporated in subsequent reports.

In the meantime, we hope that the enclosed abbreviated version will be of some value to the Subcomittee.

NRR MONTHLY STATUS REPORT TO CONGRESS

4 This is the fourth monthly status report to Congress, in response to the direction given in House Report 96-1093. The third NRR monthly status report to Congress was transmitted by letter dated January 30,1981 and covered the period from December 15, 1980 to January 15, 1981. This fourth report updates the status of plants identified in the January report as impacted by delays in the licensing process as well as the changes in projected schedules made during the period of time between January 15, 1981 and February 15, 1981. There were no new additions to the list of impacted plants during this time.

The Coannission has under consideration the information contained in this report and has been meeting with the NRC Office Directors, EDO, ELD, OGC, ASLBP, and ASLAP over the past few days to develop a Recovery Plan.

Interim refinements are shown on the attached impact summary table.

Schedule impact reductions totaling 21 plant ~ months are due to improvement in a hearing schedule, expedited staff issuance of several Safety Evaluation Reports and slippages in the construction schedules of two plants.

The status of the impacted plants is as follows:,

Diablo Cannon Units 1 and 2 - No change.

Zimmer - The estimate for completion of construction has been revised extending the completion date from 11/81 to 4/82 thereby reducing the delay inipact by 5 months.

San Onofre, Unit 2 - The estimate for completion of construction has been revised extending the completion date from 7/81 to 10/81 thereby reducing the delay impact by 3 months.

Sumer 1 - No change.

Enrico Fermi 2 - Expedited staff issuance of the Safety Evaluation Report is projected to elimbate the previously estimated impact of 7 months.

Susquehanna, Unit 1 - No change.

Waterford, Unit 3 - Expedited staff issuance of the SER is expected to accelerate the completion date for the licensing review from 4/83 t,1/83 thereby reducing the delay impact by 3 months.

Comancha peak, Unit 1 - No change.

Shoreham - No change.

The status of plants which have been issued a low power or zero power license and for which a full power license is pending (Salen, Unit 2; Farley, Unit 2 and McGuire, Unit 1) remains unchanged except that i

improvements in the hearing schedule for McGuire, Unit 1 are now estimated to accelerate the date for completion of the licensing effort from 3/82 to 12/81 thereby reducing the delay impact by 3 months.
