This report is being filed under tha requirements of 10CFR20 Part 20.405.a.3.
On February 10, 1976, a radwatte shipping cask, owned by an outside contractor, arrived at the Millstone site and was parked north of the quarry by the railroad I
tracks. At approximately 1330 hours0.0154 days <br />0.369 hours <br />0.0022 weeks <br />5.06065e-4 months <br /> a liner was lifted out of the cask and placed on the ground next to the trailer.
It was then moved to a location by the railroad tracks about twenty feet from the trailer. At 1430 hours0.0166 days <br />0.397 hours <br />0.00236 weeks <br />5.44115e-4 months <br />, ice and snow in the cask was shoveled onto an area near the railroad tracks by the contractor. The contractor had assured Millstone Personnel the casks were not contaminated due to previous checks which had been made prior to being shipped to Millstone.
Immediately after the ice and snow removal,1445 hours0.0167 days <br />0.401 hours <br />0.00239 weeks <br />5.498225e-4 months <br />, the utensils used were checked for contamination and found to be contaminated.
A controlled area was established and the ice and snow was transferred to and contained in a 55 gallori drum.
Health Physics took a survey in the general area and found three areas were contaminated. The two
' areas whr.re the liner was set down were approximately 40,000 dpm/100 cm2 in localized spots and the area where the ice and snow was shoveied, about 15 sysare feet, had a worse case level of 500,000 dpm/100 cm2 Clean up efforts began imediately using absorbent material to remove any melted ice and snow and a decontariination solution to clean the railroad tracks and roadway. At.1700 hours0.0197 days <br />0.472 hours <br />0.00281 weeks <br />6.4685e-4 months <br /> the area was returned to normal except for three railroad ties. These were painted the next day, when dry, to seal'in contamination that could not be removed by cleaning.
No measurable exposure to personnel involved in the incident or subsequent cleanup was detected. Three pairs of shoes were contaminated of which two sets were cleaned and one set was confiscated.
In order to prevent a recurrence of the problem, Health Physics will check all raduaste shipping casks before handling internals and not depend on statements made by the contractors.
