Dear Mr. O'Reilly:
This letter is in response to IE Bulletin No. 76-06 regaraing failures of diaphragms in air operators for safety /rclief valves. Presently, Millstone Unit 1 has three safety / relief valves, of the type in question, installed in the Main Steam System. These valves are manufactured by the Target Rock Corporation and are a Model No. 67F.
During a plant shutdown on July 17, 1976, these valves were inspected for the problems described in IE Bulletin No. 76-06.
The inspection re-
.vealed that there is no thermal insulation installed on the air operator and all diaphregms were in excellent shape. The air operators were also tested and operation was satisfactory.
Presently, th'
._Jures used for disassembly and inspection of these valves are being revised to include inspection of the diaphragms. The revision will also require diaphragm replacement within the manufacturer's l
recommended five year service life.
No action regarding the shelf life l
of the diaphragm is necessary because the manufacturer's recommended shelf l
life is indefinite.
All procedure changes will be completed prior to the start of our l
next refueling outage which is scheduled for October 1, 1976.
It is felt that these procedure changes along with our recent inspection and testing satisfy the reporting requirements of IE Bulletin No. 76-06.
