Dear Mr. Grier:

In accordance with the reporting requirements of Connecticut Yankee Technical Specifications, Section 6.9.2.a. the following preliminary report 71-06/1P concerning diesel generator loading above design calculations is hereby submitted.

Calculations completed on May 8,1978 show that the Connecticut Yankee Emergency Diesels (EG-2A and EG-28) would be loaded above design in the design basis Loss of Coolant Accident (LOCA) concurrent with loss of offsite power and when only one of two diesels is running.

Corrective action with regard to this situation is presently under evaluation on an expedited basis. Until such time as corrective action can be completed Connecticut Yankee strongly believes that continued operation will not pose any undue risk to the health and safety of the public based on the following.

The probability of a Design Basis LOCA concurrent with a loss of offsite power is very low.

- Each diesel was tested today and will be tested on a weekly interval until corrective action can be effected thereby assuring diesel availability.

Notwithstanding calculations, it is felt the diesel generator would be able to operate with the existing loading.
