The filing of this new centention is a&.:ittedly extrenely late. Mcaver, the Cocurxuealth urges de Board to aMt de contention in light of the new information cited by A!ERY (Ibclear Safety Oversite Coccittee Report) and due to the extreme L:portance of the subject matter.

21s is by no means the first time the Cocmccwealth has indicated its concern regarding this issue. Se "Cvuuusealth of Pemsylvania's Report en Positions Form 1nted Based On Information Available As Of July 25, 1980" stated, at pp. 8-9, that:
