Three Mile Island Nuclear Station, Unit 2 (TMI-2) s Operating License No. DPR-73 Docket No. 50-320 Resin Solidification Requirements During our meeting with you yesterday, a subject which received considerable attention was that containers of solidified resins must contain "no free water".

You and your people referenced, several times, two documents:

ANSI /ANS-55.1 - 1979, " Solid Radioactive Waste Proces-sing System for Ligh Water Cooled Reactor Plants" Standard Review Plan, Section 11.4, " Solid Waste Manage-f o

ment Systems" which is supported by Branch Technical l

Position--ETSB 11-3 (Rev. 1), " Design Guidance for Solid Radioactive Waste Management Systems Installed in Light-Water-Cooled Nuclear Power Reactor Plants".

We have studied these documents. We note that ANSI 55.1 addresses the question of assurance of "no free water" by requiring (59.1.3.2) demonstration by "... full-scale performance tests utilizing the system in the expected operational configuration with full-size waste containers;" And " assured by implementation of process con-trol program or by methods to detect free liquids within container contents prior to shipment..." (Emphasis added).

Branch Technical Position ETSB 11-3 provides a similar choice of options in "II Assurance of Complete Solidification" which states, in part, " Complete Solidificardon of wet wastes should be assured by the implementation of a p,_ 2ss control program cg; by methods l

to detect free liquids within container contents prior to do,
