In the referenced telecon, we indicated that we were evaluating the reportability of the subject' deficiency. We have now determined that this item is reportable.

Introduction.

This report is submitted pursuant to 10CFR50.55(e). It describes -

deficiencias in the base metal of the 88R1 Electrical Cable Tray Seismic Support Clips. The problem is being evaluated to determine whether the scope must be expanded to include 88R2 type clips. The

! problem is being defined as " reportable" as a result of the extensive engineering investigation which is currently underway. '

Description Fischbach & Moore Inc., detected indications (laminations) on the edges of the 88R1 clips during preparatory weld activities and af ter welding operations. Nonconformance Reports No. W3-600, W3-620, W3-628 and W3-710 were issued to document and disposition this condition.

l These clips were manufactured from A36 material, Heat Number A20238, and supplied by Peden Steel through Purchase Order No. NY-403509. The Ebasco Material Receiving Report No. 701770 indicates that a total of 232 88R1 and 318 88R2 clips of this heat number were received. Approximately 400 88R1 and 88R2 clips from this heat and a replacement heat have been installed in the Reactor Auxiliary Building.

ten (10) randomly selected 88R1 clips per Peabody Procedure 3.22.A.2, Rev. O, Amendment 1903-2. The results of this examination are documented on Revision 2 of Nonconformance Report W3-710. To study the behavior of i the laminations during welding operations, a weld bead of the same size and configuration as used during installation was deposited on the clips with additional UT performed subsequent to depositing the weld metal.

This data was submitted for technical evaluation. Results of an analytical structural analysis show that certain characteristics of the lamination manifested in one of the clips are not considered acceptable for both 8" and 6" square tubing section hangers and also unacceptable for some wide flange section (or W shape) hangers under seismic loading conditions. Therefore, i it has been concluded that further investigation is required to determine the performance of the clips under actual loading conditions.

Safety Implications

, Ebasco Design Engineering's evaluation has concluded that under certain l loading conditions, the 88R1 clips are considered unacceptable. Therefore, if this deficiency is left uncorrected, some of the clips would conceivably be unable to support the safety-related cable trays during a seismic event, potentially resulting in failure of the trays with subsequent damage to the cables in the trays as well as falling on and damaging other safety-related equipment. This will cause degradation of safety-related systems.

. Corrective Action Design Engineering has determined that in order that a more conclusive evaluation can be arrived at, a mock-up of a typical hanger installation be fabricated on site and subjected to testing by an independent test laboratory. This activity is currently underway, with the following actions having been initiated to define the extent of the testing program:

(1) Ebasco Site Quality Assurance and Construction personnel are coordinating the UT av==hmtion of 88R1 clips currently on hold and in storage in the Ebasco k'arehouse. These clips are being UT examined to locate approximately six (6) clips with similar l

indications to be used for fabricating the mock-up(s) for testing.

The mock-up(s) will be fabricated on site by Fischbach & Moors utili:ing the installation veld procedures.

(2) New York Materials Applications and Structural Design personnel are developing sketches and the procedure for setting up the test.

Additionally, they are coordinating efforts to locate a test facility.

(3) Ebasco Construction personnel are coordinating efforts to locate the 88R1 and 88R2 clips from this heat in the Reactor Auxiliary Building.

Supplementary Interim Reports will be issued as new data, findings and repair procedures are identified.

The results of the above evaluations and the corrective actions implemented will be included in the Final Report, due to the USNRC on or before December 1, 1981.
