50-260 50-296 There has been considerable discussion between the NRC and utilities concerning the generic subject of moving heavy loads near fuel (core or fuel pool). NUREG-0612 provides a current summary of the pertinent issues and a list of heavy loads which must be carried over or near the 1
core or spent fuel pool to conduct refueling operations. TVA provided information to the NRC regarding this matter in a July 27, 1978, letter l
from J. E. G111 eland to V. Stello.
In addition, in January 1981 we will be providing NRC information on the reactor building crane to assist their review and to help formulate implementable criteria for operating facilities.
It is our understanding that following further review on individual licensees, the NRC is expected to issue regulatory guidance in this area for new and and operating plants.
In the interim, pending resolution of this generic subject, we plan to continue to exercise caution in transfer J
'of loads near fuel and we will immediately begin implementation of the
" interim guidelines" in NUREG-0612. Safe transfer is ensured by a combination of procedural control, orane operator training and I
qualification, and crane inspection and surveillance.
