NRC Docket No. 50-289 SP, TMI Unit One, Middleton, Pennsylvania We are now approaching the end of 1980 and look forward to what 1981 will bring.

On January 20, 1980, a new Presiden*

will be inaugurated into office, and it is time for this country to line up behind this new President and his administration for the purpose of addressing the many problems facing our country. Of particular importance is the necessity to address the problems of the energy emergency which this country is rapidly approaching.

I would like to address your attention to the necessity to return the Three Mile Island Unit One to service as soon as possible.

It is my understanding that this unit has been shut down and held out of service as a result of the accident at TMI-2.

I further understand that the operating utility is being prevented from making changes to Unit One similar to changes being required to be made by other operating nuclear plants.

We feel this to be completely inappropriate, unjustified, and the fact that this unit is not being allowed to be returned to service is discriminatory against the utility and the ratepayers of Metropolitan Edison.

We urge you to reconsider your position relative to Unit One promptly.
