Post Office Bm 480 Middletown. Pennsyhenia 17057 Writer's C. rect D.at N rnber October 9, 1980 TLL 510 Office of Inspection and Enforcement Attn:
Mr. Boyce H. Grier, Director Region I U. C. Nuclear Regulatory Co= mission 631 Park Avenue Kirig of Prussia, Pennsylvania 19406
Dear Sir:
Three Mile Island Nuclear Station, Unit 2 (TMI-2)
Operating License No. DPR-73 Docket No. 50-320 Inspectica Report 79-29 This letter is submitted to update certain corrective actions specified in our response of February 5,1980 (TLL 041) to the subject Inspection Report, issued on January 9, 1980.
With regard to the usage of 55 gallon drums in item B(1), our initial.
response contained a typographical emission which resulted in misstating the usage of white drums and onitting the usage of the yellow drums.
Your letter of July 26, 1980, correctly indicated drum usage as:
1)
White drums are to be used for transportation and storage of laundry and respirators.
2)
Yellow drums are to be used to contain radioactive and contaminated eaterials.
Only yellow drums will be allowed inside the con-trolled area.
3)
Drums other than yellow or white will be used for other purposes.
Section B(2) concerning procedural revisions has not yet been completed.
One procedure remains to be revised to incorporate the color coding of 55 gallon drums.
This procedure will be updated by December 1, 1980.
.1 Implementation of the 55 gallen drum color coding program is approximately 85% cc*e p.c.
There still remains a number of black drums in applications l
called out for either yellow or white drums.
The case where black drums are used in yellow drum applications is limited to radioactive waste packages packed before the implementation of this program that still await shipment. This discrepancy will be corrected as these drums are shipped. These drums will not be recovered and, therefore, will not be returned to the system.

'Boyce H. Grier TLL 510 Some black drums are presently in use in laundry applications also. These are basically found in two areas. First, black drums have been shipped to offsite cleaning facilities. There is quite often a lengthy residence at the otisite facility prior to their return to the site.
It is anticipated that these black drums can be removed from this circuit by the end of January, 1981.
Second, we have a considerable inventory of low usage items, such as rubber gloves, presently stored in black drums.
It is our intention to eliminate these black drums from this application as the inventory is reduced and until such time as it is depleted, there will be an exception to the program.
In addition to the above, some black drums have been introduced into laundry applications in periods when our inventory of white drums was depleted. We are taking the steps necessary to increase our inventory of white drums such that this condition will no longer occur.
Finally, to ensure there is no potential for confusion, please note this color coding system applies to 55 gallon drums only. We have a few 83 gallon drums which are used as overpacks when decontamination of 55 gallon drums of radioactive waste is not possible. These drums are white and are readily identifiable by their size.
Sincerely, O
G. K. Hovey Vice-President and Director, TMI-2 GKH:5DC: dad cc: John T. Collins Bernard J. Snyder Y
