Docket 50-289SP TMI Unit 1, Middletown, Pennsylvania I am writing to you to express my views of the delay in starting up TMI-1 and getting on with the clean up and recovery of TMI-2.

It is nov 20 months since the accident, and both the restart and recovery efforts are taking altogether too long as a result of unnecessary regulation.

I see no reason why* Unit 1 cannot be restarted while your hearings con-tinue and in this manner, lower energy costs for the rate payers as well as provide investors, of which I am one, a chance to recuperate some of, their losses.

Finally, it seems to me that both the NRC and the Pennsylvania /New Jersey PUC have expropriated the company's property at TMI, and the shareholders no longer have control over their investment.

I also feel that Met-Ed and CPU have had to contend with negligent reguia-tion on the part of the NRC.

It is just inconceivable to me that your agency would not have told all utilities that purchased B & W reactors and attendant hardware about the Davis-Besse accident. Utilities with nuclear plants depend almost entirely upon the NRC for this kind of input.

It is my sincere hope that the new adminstration will take up, onci again, as one of their first orders of business, a more enlightened view of this country's energy problem and find a way in which nuclear power can make the contribution which is so badly needed.
