This refers to your letters dated April 14 and May 5,1980 for approval of routes involving the shipment of spent reactor fuel.
We have determined that the review of licensee route approval requests is subject to the Commission's license fee schedule in 10 CFR 170.
For materials licenses, fees for the review of route approval requests will be assessed under Category 13 of Section 170.31, as special projects.
In accordance with Footnote 8 of Section 170.31, the charge for the review would be determined by the Commission based on the professional manpower required to conduct the review.
In determining the fee to be charged, only actual staff time expended in the review. of the route request is used to calculate the fee; the route (field) survey conducted by the NRC staff is excluded from fee computation.
The review of your request for route approval was completed June 3,1980-(copy enclosed). The cost of the review amounted to $589 (15.5 man-hours
@ $38/m-hr). We have, therefore, notified the NRC Office of the Controller to issue your Company an invoice for the fee.
We apologize for the delay in notifying you of the fee requirement.
