Arkansas Nuclear One - Units 1 & 2 Docket Nos. 50-313 and 50-368 License Nos. DPR-51 and NPF-6 Response to Inspection Reports 50-313/80-18 and 50-368/80-18 (File: 0232, 2-0232)
Gentlemen:
In response to the Item of Noncompliance included in the subject report, the following is provided.
NOTICE OF DEVIATION Based on the results of an NRC insoection conducted during the period Sectember 22-26, 1980, it apoears that one of your activities was not conducted in accordance with your commitments to the Commision as indicated below:
Item 2 of IE Bulletin 80-10 required the licensee to " Establish a routine sampling / analysis or monitoring program for these systems (Item 1) in order to promptly identify any contaminating events which could lead to unmonitored, uncontrolled liquid or gaseous releases to the environment, including releases to on-site leaching fields or retention ponds".
The licensee's response to the Bulletin, dated July 2,1980, included the following :ommitments with respect to Item 2.

" Instrument Air System" In deviation from the above, the licensee had not established a sampling program beginning August 1,1980:
Low Pressure Nitrogen Supply System High Pressure Nitrogen Supply System High Purity Hydrogen Supply System This is a deviation. (313/80-18-01; 368/80-18-01)
RESPONSE
As explained to the NRC Inspector during the exit interview on September 26, 1980, AP&L considered a sampling program to mean either physical grab samples or monitoring with an instrument.
Since the NRC Inspector disagreed with this definition, a revision will be made to the AP&L response to I&E Bulletin 80-10 by November 7,1980, stating:
"A sampling / analysis or monitoring program will be established by August 1, 1980, for the following systems:
Condensate Storage Tank, Low Pressure Nitrogen Supply System, High Pressure Nitrogen Supply System, High Purity Hydrogen Supply System and Instrument Air System."
This revised response more accurately reflects the ANO practice and fully complies with the requirements of IE Bulletin 80-10.
Full compliance with IE Bulletin 80-10 was achieved by August 1,1980.

item of deviation will be administratively corrected upon the sub-mittal of the revised AP&L response to IE Bulletin 80-10.
