O APPEND 1X A NOTICE OF VIOLATION Long Island Lighting Company Docket No. 50-322 This refers to the inspection conducted by representatives of the Region I (Philadelphia) office at the Shoreham Nuclear Power Station, located at Shoreham, New York of activities authorized by NRC License No. CPPR-35.
During this inspection, conducted on August 25-28, 1980, the following apparent item of noncompliance was identified.
10 CFR 50, Appendix B, Criterion V, states in part, that:
" Activities affecting quality shall be prescribed by documented instructions...and shall be accomplished in accordance with these instructions..."
FSAR Section 17.1.5A states, in part, that:
"The LILCO QA program establishes provisions for assuring that activities which affect the quality of safety-related... systems and components...are perfomed...
in accordance with approved instructions...."
Engineering & Design Coordination Report No. F-12159 states, in part:
"In addition to nomal site practices...the following criteria shall apply:...All snubbers shall be stroked the full length of their travel to assure that there is no binding of the unit."
Contrary to the above, on December 7, 1979, snubbers No. 1G33
- PSSP-228, 229, 230 and 231 had been released to construction for installation and were subsequently installed without evidence of having been stroked to assure that there was no binding.
This item is a deficiency.
