The Nuclear Regulatory Comission (the Comission) having found that:

The application for amendment contained in letters, dated May 15, 1978 and November 10, 1980, complies with the standards and requirements of the Atomic Energy Act of 1954, as amended, and the Commission's rule's and regulations set forth in 10 CFR Chapter I; B.
The issuance of this amendment will not be inimical to the common defense and security or to the health and safety of the public; C.
The following applicant is financially qualified to increase its percent ownership interest in the Sea $ rook Station, Unit 1: Fitchburg Gas and Electric Company to.86519 from.43187.
